Sending PPC traffic to a small 4-5 page site that has no monetization, just a ton of good information that would make even the most slap-happy Google reviewer happy.

Then, after you've set the hook nicely, you throw in all the links and popunders and so on that Google seems to hate.

How long until the site gets punished? Long enough to make the time with no revenue worthwhile?

So would there be a case in which it's worth it to do that? I mean, start out with small bids on keywords, get your good quality score, then add the links and so on and ramp up your keyword spending?

I'm guessing you've done this.

No, you wouldn't gain back enough to make it worthwhile. Not only that, but you will risk getting your account suspended. So ultimately, this isn't a wise strategy.
