I am new to the business and wanted some feedback on conversion rates. I am looking to run a few offers that have 15-20% conversion rates and the pay is per lead. I have never done this before and I am curious to know if that is a good conversion rate or a moderate rate?

Depends.15-20% for something like insurance leads, or mortgage leads is very good.

Don't worry so much about the specific percentage. Worry about the EPC, and keeping it higher than your CPC. That is what matters.

20% is not "as good" for zip submits?
so what is a good conversion ratio for zips?? 50% ?? gosh I was doing 20% on zips and I taught that was good!
If you have super cheap clicks you don't have to worry about low conversion rate.
I'm doing about 80% - 90% conversion rate on zip submits. I'm breaking even only at 70%. That's because my clicks are expensive (but very targeted too).
This is the crucial point about conversions. Finspin is paying high to bring QUALITY traffic to his site - hence the super high conversion rates.
In answer to the question conversion rates are directly linked to the time, effort and budget that you are will to put into a project. There is no set of rules that separates good, bad or ugly conversion rates.
The only thing that matters is acheiving a conversion rate which delivers you a return.
