There are way to many hosting resellers out there for people to recommend. You need to elaborate a little more on what you and clients needs are. The cheapest is not the best way to go even when having a small client base that you have. I would spend more time finding hosting that best fits your clients not based on price and make your business grow from there even if your ROI is currently upside down.

Give hostgator a try, I've used them for years and never had any problems. A reseller account from there should handle 20 people easy. You aren't going to find unlimited reseller hosting anywhere. Once you started using more than your share of your 'unlimited' bandwidth you'll hear from your host pretty quickly I'd imagine.
