Which language?

Hey everyone..

I would like to ask for some help. Here's the problem. I have a few programmers for iphone, android and symbian platform, but now I need someone who would design a central system. I don't know if it would be best to make this program internet-based in php or something and then connected to the database or programmed in c or something else more serious and then connected to the internet. Users on the phone should be able to access this platform thru app or thru mobile browser for unsupported phones.

It's very important that central system is secure and very flexible for eventual connection with different API's.

What do you suggest and on which site should I look for programmers?

Backend database and programming languages are largely separate issues.
Overall for a backend, I'd say SqlServer. Super easy maintenance is the deciding factor for me.

Since I'm from programming circles, I'm not really an expert in this..

But what I'm asking is, if it's possible to program this central system in C and then make it work thru internet to the phones. Central system should include music playing, advanced animations, as I said API connection to other servers for data,..
