I disagree, some places include amount of friends in their algorithms, such as StumbleUpon factor in friends and age of the account when weighing their votes.
Its a possibility that a digg from an older account and friends and stuff may weigh more than a brand new account, in my opinion.
I just watched one of my publishers (who happens to be 14 years old) make the front page of digg the last 2 days in a row. 70-100 diggs is all he needed, so easy to manipulate. It's a bunch of BS to get on digg.
