Wordpress database

I purchased for $1,000 a website from someone. The seller decided after I made the purchase that the original website needed improvement and said that he would improve it. Seeing as he wasn't going to charge me I saw no reason not to accept. I was told it would be ready the Saturday of Easter. Sunday afternoon of Easter I still hadn't recieved it, so I emailed and asked for the original website to be sent to me. I received a zip file but found that it was not complete. I had been given the FTP login in case this happened but when I went to use it I found it never worked. I emailed the seller asking for the correct login details. I was told that he had deleted the files because he thought that I didn't need them anymore. We agreed that he would send me a wordpress site. I waited and many emails later I received some files but when they were looked at they didn't include the database files. I have been messaging constantly ever since including yesterday asking for the database files but the last response I received from the seller was asking me " what exactly are mysql files. What is missing?" I have never used mysql when asking for the database files, I have only ever used the word .sql file/files. I am more than sure that this person is just stringing me along and has no intention of giving me what I paid for, but I need to keep as calm and factual as I can, so that if there is any hope of receiving the necessary files, needed to liven this site, that I don't ruin my chances. What would you ask for and reasonably expect for this person to send me? Could someone else write these files for me and if so how much would it be likely to cost? I hope that someone can help me here, as I am at my wits end :(
