Would having your privacy and terms pages in a pop up affect your quality score?

Having a privacy and about page, etc contributes to a positive quality score, but what if you would have those pages appear in a pop up window instead of a regular page?

I like to keep the visitor as much as possible on the page where they need to perform the call to action.

Would it matter?
