The days are not over. You just need to know what the fck you are talking about. I have been getting into neverblue for the past 5 months. The main network that has slightly closed their doors at the moment is hydra. These guys are only wanting a minimum of 10K per month in income along with a site that is getting established traffic already. Other than that, the others are still obtainable.
CX Digital also closed their doors for a few weeks their but now slowly started accepting applications.
See if you can find someone who is doing plenty of business with NB (either as an affiliate or as an advertiser). There are plenty of folks on WF that meet this criteria.
Sign up through their referral link. You may get denied. If so, call / email / IM the person whose link you signed up through and ask them if they might be able to put in a good word for you. As long as you're legit, this should work.

Call them. Or let them call you. Find one of the AMs and talk to them directly and be honest. And they will help you go through the approval..
