I don't think that Google and Yahoo! share any information, but I am probably wrong about this, so don't take it the wrong way...
As for getting accepted into YPN, it really varies on the quality of your site. Sometimes you'll get in quick, most likely you won't get accepted at all. I've heard people say it took em 3 months, and others 3 days....
What it boils down to is how good your site is.

damn!...i submitted my blog...which look like the other 1,000,000,000 blogs that are out there...fuckin sucks!!
i wish i didn't got banned from adsense! son-of-a bitch!! i submitted the same blog and got in it an hour!
At the beginning of the year it was a lot easier to get in with any type of site. The Yahoo rep I last talked with said the beta program is full and they are just letting people in as others are banned or drop out. I'm not exactly sure what they are looking for in a site when they accept one now. But likely it needs to have plenty of content and something they feel will add quality to their network (and revenue).
