Numbers stations (or number stations) are shortwave radio stations of uncertain origin. They generally broadcast artificially generated voices reading streams of numbers, words, letters (sometimes using a spelling alphabet), tunes or Morse code. They are in a wide variety of languages and the voices are usually female, though sometimes male or children's voices are used.
Evidence supports popular assumptions that the broadcasts are used to send messages to spies. This usage has not been publicly acknowledged by any government that may operate a numbers station, but in 2001, the United States tried the Cuban Five for spying for Cuba. The group had received and decoded messages that had been broadcast from a Cuban numbers station.[1] Also in 2001, Ana Belen Montes, a senior US Defense Intelligence Agency analyst, was arrested and charged with espionage. The federal prosecutors stated: "Montes communicated with the Cuban Intelligence Service through encrypted messages and received her instructions through encrypted shortwave transmissions from Cuba”. In 2006, Carlos Alvarez and his wife, Elsa, were arrested and charged with espionage. The U.S. District Court Florida stated: "defendants would receive assignments via shortwave radio transmissions”. In June 2009, the United States similarly charged Walter Kendall Myers with conspiracy to spy for Cuba and receiving and decoding messages broadcast from a numbers station operated by the Cuban Intelligence Service to further that conspiracy.[2][3]
It has been reported that the United States uses numbers stations to communicate encoded information to persons in other countries.[1]
Numbers stations appear and disappear over time (although some follow regular schedules), and their overall activity has increased slightly since the early 1990s.

In my opinion it's chilling, since

1) Impossible to know broadcast origin
2) Impossible to decrypt the numbers (one-time-pad)
3) Large resource of electricity required to run shortwave broadcasts like these
4) Scheduled airing of broadcast is clearly intended for those unknown few.
5) Messages are delivered in similar formats always with an encrypted recipient, encrypted message, signal for end of message.

These messages hidden could be sent to sleeper agents....to do their thing.

It is very possible to find the origin. It's called triangulation. One was tracked down to an RAF base on Cypress, another near Moscow. It's the perfect way to talk to spies, as all they need is a common short wave radio.
 
i know a guy who used to be a spy. he will never admit to being a spy. if you talk to him he will just call it espionage, but if you get a story or 2 out of him you definitely know he used to be a spy. i can't really say much i guess, but i'll have to ask him about this
 
Yeah, they had them used in Season 1, Episode 2 of Covert Affairs. You can watch it here (would have linked to the USA Network vid, but they are only showing the latest 5 online).

Pretty crazy stuff. You have to have a dedicated line and a lot of people don't know how to work them anymore.
 
Seriously? They have been doing this in movies for years now, and not just with spy movies but mafia ones too. Hell I saw something this month where the mob was using a number code to communicate into/out of prisons.

Does he happen to be a cryptographer who works for the department of defense? Does he by any chance draw cryptic diagrams on windows, talk to imaginary friends and try to find mathematical approaches to penetrating members of the opposite sex (but ultimately gets bitch-slapped)?

nah hes legit. i cant really go into details, but he snagged some pictures while in one of his locations. i cant really explain but it was pretty incredible

Yeah it would be to guarantee getting a signal from over the ocean or whatever. You can broadcast hundreds of miles with ham radios though and there are also repeaters that can relay signals. So it's possible that some of these are agents within the US using basic equipment to communicate with each other.
