This is the exact question that popped into my head when I read the thread title lols
Sure, Albania doesn't have much but at least you can have fun moving armed forces to a neighboring country and seeing your handiwork on CNN 
This could be the perfect scam:
1) Sell what you claim is access to restricted sites. Don't actually bother with any hacking.
2) Anonymously leak this information to the media immediately after you make a couple of sales.
3) Once the story breaks, your customers assume that the service they purchased doesn't work because of a change in security after the news got out that these sites had been hacked. In reality your service never worked. What are they going to do? Ask for a refund?
4) Change your handle and do it all again in a few months.

I'm not sure what Nuke launch codes are going for these days, but really, there has to be easier ways of making a few sheckles.
You sure you'd want to fuck with the terrorists who buy these codes? I don't think they'd simply ask for a refund.
What use are nuclear launch codes? What a bunch of ball bags. Its not like you can code some kind of 'keygen' or enter a code into the nuclear holocaust API or something. You have to actually be at the command centre and flick switches etc.
