1. This is not land liquification. It's liquefaction, and it happens after an earthquake when shockwaves are sent through it. It's the cause of a lot of sinkholes, landslides, etc- it's just ground water that was already there, being pushed up and mixed with the dirt/clay/whatever under the surface.

2. There was an earthquake, and a tsunami. There's probably a shit ton of water under this particular chunk of parking lot, that's causing it to do this. Highly skeptical that this is a "crack" down the middle of japan.
