Is Haro Legit?

Talking from a media news release and company marketing point of view, is HARO effective and legit? Are there any other means other than SEO and Social Bookmarking I can use to market a newly launched product or service?

HARO is legit but luck seems to play a huge role in getting any type of response/coverage. I've been on it off/on for years and never gotten an email back and I've got a pretty legitimate product too.
