Obviously these people have a sickness but perhaps this is a good way to make a bad situation better. Where people have free access to porn, rapes subsequently go down. Provided consumers are not going out and acting out such fantasies (which is what consumption of porn stops) then I would prefer them to do it in their own home where they're not hurting anyone. Whether you like it or not, these people exist in our society and ignoring them is not going to make the issue go away.
If they're willing to register themselves, I think the government should use computers to generate the material and let them have at it. From what I've read, many of them know they have issues and want help but the stigma stops them and it ends with victims being abused.

It's not about that, it's about a burden of proof. Simply having seen something cannot constitute a crime. Had they ruled in the other direction, viewing, even by accident, would set a precedent of illegality.

pretty sure that when you "watch" a video online, it automatically downloads to your Temporary Internet files folder or cache.
The other thing is, you wouldn't want to go to jail if some bastards start posting child porn pics on WF either, so it's really hard to come up with a fair law...
