URGENT - Need legal advice.

Ok, my dad is foreign and has not very good understanding of the legal system in Canada. He accidentally hit a car and theres just a tiny scratch on the bumper. The woman is demanding that he pay $1200 for a whole new bumper just because of the tiny scratch. Is there anything we can do? I don't want him to get taken advantage of, and getting a lawyer is out of the question.

His rates won't go up $1200 if it goes up at all. Some insurance even offer an accident a year with no rate hike.
 
Were the police involved at all? If so, did they issue an accident report? I know in the US most won't even issue one unless the damages appear greater than $500.

To fix a scratch would cost under $100 since all the body shop would do would fill it in with a little touch up paint then buff the area.

At most I would tell her to get 3 to 5 quotes from reputable repair shops then go with that.

I totaled my car 3 years ago (my fault) then got a speeding ticket the following year as did my wife. Our rates never went up since we were "violation free" for the previous 10+ years.
 
your dad should have scratched her arm instead, canada has free health insurance.
 
Wow, this is billiant if it was spam... he'd come back in a day with a post and say "Hey thanks for all you feedback, yeah it was probably stupid to post this here as you're not legal pro's. I was searching around online and found this xyz[link] site what do you guys think?" would be brilliant and fly nicely under the radar.

I think it was kind of harsh to ban him... all he did was ask a question. whether he was going to spam or not we do not know, but it isn't fair to make assumptions until he actually does it.
