They're just introducing more regulation to make sure only sane, safe people can purchase guns, and so that they can track the movement of those guns from person to person even if done via private sale. It's no different than requiring you to notify the DMV within a week or two of buying a car from someone on Craigslist.

As to aligning with his campaign. Where was he on guns in the last term? Or even before the election? Nothing barley a word and certainly no real change to existing laws. It's not just Afghanistan. You should know just how much shit the U.S. threw at the North Vietnamese to try to get them to surrender but they didn't. We dropped 3x as many bombs on them as we did in all of WW2. We used all sorts of fucked up chemicals that completely destroyed ancient forests, etc, etc. We killed over 3 million Vietnamese and they still held us off with weapons that were comparably primitive.
