Starting a web directory - Looking for some advice

Seriously though, I think the hobbster's point was key, in that you probably ought to evaluate what you're actually doing before you think about things like PR. I mean, what value are you going to provide with this directory, what will distinguish it from the fifty gazillion other web directories out there? Maybe you've thought about this, I don't know. If not, you should. Start with, what can I offer, be engaged in/passionate about, etc. Not, what can I reproduce and build links to so I can make money.

Unless you bring something really new to web directories, that actual people will use, move on to something else.
 
Go after some long tail keywords for your site and give some SEO to them. If your site is new, than go with free submission for some time.
