How bad are his neighbors' anger issues to where they actually called the cops to report a guy washing his car though? Really? You see a dude up on his driveway washing his car and your first thought is "HOLY FUCK! FUCK THIS NIGGA! I WANT HIM TO DIE! 911!" Really? I'm going to give this a whirl in Thailand. Next time I see one of the neighbors washing their truck in their own driveway, I'm calling the cops.

I'm absolutely certain they'll rush right out to aid my displeasure.

Eh, in the end you are looking at hundreds of thousands of dollars just to get something over turned. Not to mention he will be fighting friends of friends, the allies of the city with unlimited use of the revenue of those that are fighting him. So not only does he have to spend the legal fee's, they are using his money to fight him back.

Court really isn't a realistic method.
