Next time it happens go to Performance and on the bottom click Open resource monitor and you'll better see what's going on
 
Probably something has clogged up the inter-pipes, deleting the System32 folder should help.
 
My Windows 8.1 system had a similar issue. I then found this app that will clean Windows and speed it up. Turbo charge it actually. It solved the problem for me. It cleans the registry, removed faulty hard and soft links, as well as update drivers. PM me for an affiliate link.
 
Antivirus programs are normally worse than an actual virus. Depending on your settings, every time a file is created/modified (think browser cache/extracting files) it is put in a queue to be scanned, which can use a lot of disk I/O and CPU time. Keep your OS/plugins up to date and don't open random exe's you find on the internet, and you should be fine. If you want to be really safe, just use something like Sandboxie to run your browser and you'll be fairly safe.

My expensive piece of shit Dell is doing the exact same thing, sys32 and other random folders and running scripts in the background, I have to JOHN WICK that shit.
 
Install Linux.

If you aren't man enough to take the fucking training wheels off of your computer, don't bitch about it being slow.
