The only reason why I chose Indians is simply because I've heard and read some good things about outsourcing to India..
let me summarize a chat I had with an Indian contractor I hired once
me: "So why doesnt the application work?"
krishna "well sir because there is a specific call required that was not being activated"
me " Ok, why was that call not activated?"
krishna "because sir, you did not put it in the specfications"
me "ok.... well why didnt you contact me and tell me that it was required"
krishna " well because sir, it was not in the specifications..."
me "can we put it in the specifications then?"
krishna " Sir, that will be very difficult because we have already finished most of the project"
me: "But it doesnt work."
krishna "Sir..."
me: ":glowingeyes_sml:"
ok.. you can see how it goes round n round and gets nowhere
the summary is that generally they work the process, not the result and and can take very sloppy shortcuts in their code (and resell it on DP when they have a chance).
another problem with indians (in general as there are some good ones) is that they generally are always looking to "Catch the Big One" Meaning its like the Taxi Driver who sits outside the club turning down honest passengers waiting to get the drunk guy with bills falling out of his pocket. and they will ALWAYS keep testing you to see if you are that guy...

but these days I use one Sri Lankan, a few Europeans, (one eastern and one western) and a bunch of highly talented westerners who I pay chop rates because they ran out of money in thailand and really dont want to go home....
