You could try Albania. Just about every home has a Kalashnikov or 2 plus a few grenades for good measure. Marijuana is very easy to come by, so no problems there.
Plenty of beautiful beaches (some really polluted ones though too) and no/low taxes if you want to work there.
Not sure I'd call it Utopia though.

Michigan would be the closest thing, they do allow medical use of MJ , and it is legal to buy a machine gun with proper background checks & paperwork.
All the times I've gotten high, not once have I thought about machine guns.

I want machine guns without going through Class 3 registration or similar registration or being in the US for that matter at all.
