We all know about those incidents. Here's the difference. When you have a million or so individuals (US Forces or otherwise), there are going to be those who do things they should not do. That's a fact, and it always will be. You'll never find a large number of individuals who are all saints.

When it happens in the US, the people who did so are punished. In China, innocent citizens are punished and those that carry out the torture are rewarded.

And yes, there is a huge difference between torturing a citizen and a terrorist.
For example, should average joe on the street be punished for speaking out against his government? Absolutely not.

And, no, the majority of these people held in these Iraq and Afghan prisons aren't terrorists, but regular Joes going about their business. It just so happens that there is an aggressive occupying force that (gasp) doesn't share the same ideology as well as religious and tribal infighting amongst their own people. You have Iraqis turning in fellow Iraqis claiming the other is a terrorist so they can pick up a cash reward. You have Afghans being held indefinitely on suspicions.
