They can do that because labor is dirt cheap, and they don't have to worry about capitalism. We could do that here if we had as many laborers working it at the same time.
However, it makes no economical sense to do it like that here. Our Government doesn't pay for the labor here, capitalism does. And capitalism dictates that you do it as cheap as possible on the labor end, without exposing yourself too much on the liability end.
Liability over there is not the same. Over here you have to have insurance up the yinyang for such an operation. Over there if you fall out of a building while working, they just consider it part of their population control.
