As someone who lives in Mexico all I can say is... Is this happening in the North finally insane....
Yeah, prolly legit, my wife sends bits of human via UPS all the time as part of her work.
There will probably be some pissed researchers at the other end. Customs don't usually have cold enough freezers to keep tissue samples usable long term, so anything intercepted is trash. The dry ice they're packed in is only good for a few days.
