So what's your interpretation? Are the spikes in arrests a result of increased drug use or a result of increased law enforcement?
As the availability does not change, I would not pinpoint it on use as there would be at least a correlation availability/use.
My guess would be law enforcement.
Also: Marihuana use strikes me as rather constant, while other drugs such as ecstasy, cocaine, heroin have seen "fashionable" times.

Someone needs to turn that first graph into dollars uselessly spent - police salaries, border patrols, court costs, prison space used, etc. and compare to the lost revenues by not legalizing and taxing. "Availability" and "lives runied" will stay the same as they have for decades.

I got busted with an eighth summer of senior year.
Well, the cop took a g or 2, so it only showed as being around 2 grams.
Got kicked out of my house, thousands in fees, probation for a year, 30 hours of community service, breathalyzers every other week, drug tests every month. Ended up living with friends for 2 months, lost what little money I had at the time.
Had to drop out of UofM dearborn and transfer to a community college because the girl I was living with's Mom didn't know I was living there. So if she woke up early, I was stuck in the basement until she left, and couldn't get to class.
Actually, "lives ruined" would have to be steeper than the arrests curves... because not only does the arrestee's life get ruined, but also family, dependant persons, etc..
Cost would be funny as well, as the cost does neither start nor end with the arrest.
Before: Police, Surveillance, Administration, etc...
After: Jail costs, Administration, etc..

That chart pisses me off. We have enough REAL crime in this country. The police need to concentrate on the violent crime and put this shit on the back burner. (I think a few states have passed legislation to focus on that exactly, hopefully more follow)

Yes, Lazy that is my stand on the marihuana bullshit.
The stuff does not even make you sick, it has no physical dependency associated with it, it might even heal or alleviate some ilnesses.
It is no worse than alcohol, which even has a disease named after it - alcoholism.

I will never understand why a government chooses to legislate drugs. If you are over 18 ingest anything for all I care.
And if you are outraged by this:
If you are of legal age, you can drink all you want, smoke until your lungs are filled with tar, whatever... but take one ecstasy pill and you are a criminal? Hippocrats!
I know that drugs, drug abuse, etc.. is not that easy a problem. But given the numbers and other facts, we might have to rethink the stand on marihuana at least and new views on drug use in general might have to be discussed.

while i do agree that more time should be focused on arresting real criminals
i find it hard to believe any intelligent person would base availability of a drug on asking random 12th graders to tell you if they think pot is easy to get
