Analyzing a competitor's linking strategy?

Hello,

I would like to know if there is a good way to analyze a competitor's linking strategy. i.e. find out all the sites that contain links to his site, and see what kind of pagerank those sites have and the context and anchor text of each link itself.

Is there a tool that will show all sites that point to a given site. I tried link: www. site.com in Google, but I know that doesn't report all of them. Looking for the most exhaustive list possible or if there is some tool that will help automate this.
