I'm thinking of hiring some telemarketers and testing different kind of approaches to ask for backlinks.

generally you could have more success if you give them something first.
for example, just call them to offer them a link and only at some point you ask for a backlink in return

I have found success getting backlinks over the holiday season by standing outside the walmart and ringing a bell.

The most successful people at getting backlinks via phone calls don't actually do any calling. The person calls them. The only thing you have to do is kidnap one of their kids and leave a note saying "Give me X backlinks or your kid will die call me at XXX-XXX-XXXX". Works like a charm 100% of the time.
