Most of the attention should be directed toward the new members. It's easy to tell who's likely to soil the place. Examples:

Don't get me wrong. I understand the excitement of watching the Lingles, Moes, and webwonders get dragged to the executioner's block. But the best way to clean the forums is to whack the new folks.

It'd be great if temp bans could be doled out to upstarts based on neg rep from senior members alone.

Please no. While I appreciate what appears to be galacon's utter hatred of just about anything that he may deem intolerable, I think he goes a bit far sometimes. Zingo is perfect for the job IMO. He bans as necessary, and is pretty quick to reply. I think galacon would end up banning around 70% of this forum.
