Blachatworld.com are scammers?

I have funny story on Blackhatworld. I created topic in that forum to buy proxies. On man with username `wonka9` (Skype `wonka98`, phone `+4401234320032`) contacted me and made deal. He promised to sell me 2000 proxies with rotating IPs for $500 monthly. I asked for 1 day trial, and he asked $50 via BitCoin for 1 day trial.
I sent him bitcoin. He never gave me any proxies. When I asked for proxies or refund, he said me following:

I donated the money to the orphanage. feel good that u helped the children in the orphanage

Well, I created topic on Blackhatworld where I warned other users that `wonka9` is scammer. Moderator with username `OldSalt` removed my post and gave me warning. He said that story is not clear enough. What is not clear? He also said that I have not evidence. Well, what is evidence? I have Skype log, for sure, anyone can say that this log is fake that made by me in Photoshop. But it is the issue of any online order.
So, it looks like Blackhatworld moderators approve and support scam within theirs forum. They did nothing to man who even don't try to hide the fact that he stolen my money. And they give warning to me, the victim. So, be attentive with Blackhatworld, they are scammers.

You don't speak like any Middle Easterner. You are definitely not a "Neville" or anything from American/British origin.

I think, South African? Maybe African african?

I got news for you dude. There are scammers on every forum. Just because you had one bad experience doesn't make everyone there a scammer. Next time use your brain and buy a service from someone who has good rep.
 
Well, but the fact that forum administration doesn't even publish claim forces me to think that they have percentage.
Forum really supplies with reputation information. How old account is, what messages does it post, etc. However, if scammer didn't receive any penalty and claim is even never published, how can I trust at all to forum reputation system? May anyone is scammer and simply moderators remove any claims about "officially supported" scammer.

@Neville If the mod warned you and said you're wrong, then you should respect that instead of kicking up a fuss and upsetting the established order there. You should also post a thread there apologizing to the proxy vendor and maybe encourage other people to order from him too.
