Pills are not 100% in preventing pregnancy, and Condoms are not 100% in preventing pregnancy. Pulling out before you cum is most certainly not 100% since you still have sperm in your ejaculate that releases before you cum.
Use both and save yourself from child support.
Especially use both when you are with someone who hasn't been tested and shown you the results. Even that hot girl in the apartment next door to you that you see every day could have herpes and you'd be none the wiser (so don't go down on her until she's tested).

Lol, yeah, it could be difficult depending on the personality of who you're with. If you're just looking for a quicky at a bar, you probably won't care. If you're in a relationship and haven't had sex then you could play the, "I want to do this for you" card. Go and get tested together and then open the results together.
That's probably the best way to do it without much fuss.
But, there's nothing stopping you from saying, "Baby if you want this, then I need to see your results, because I don't want to get backed up with syphilis."

This is actually a myth designed to help sell birth control products and scare kids into abstinence. In reality, precum has no sperm at all unless you already recently ejaculated and you haven't peed to clear the remnants out.
In fact, if you never screw up and accidentally cum inside a woman, it's more effective birth control than pills or condoms are (in typical usage). Pills and condoms used perfectly are slightly more effective, but people forget pills and condoms sometimes break. According to Planned Parenthood's website, here are the statistics:
