I went to a government drinks party one time with a bunch of people from a certain ministry in a different country. Two months later they were all in prison having the crap kicked out of them for alleged misappropriation of funds. Which would be understandable if they had done it, except they hadn't, their boss had, but he had enough money to put the blame on them.
Per capita GDP in those 4 countries is $1,600 or lower. Africa has 16 nations where it is over double that, and 7 over $10,000.
