Lol. what is this, she hit me so I hit her? these are supposed to be fucking professionals. I don't care if that bitch swung first- he's a police officer and he's supposed to act like one. If she hit me in the face ten times, i still wouldn't hit her. just another example of how truly under-qualified some of our officers are. they're downright garbage and don't have any business protecting the public.

Police are typically operating under a 1+1 force continuum.
Officer force - Subject resistance
Officer presence - Psychological intimidation
Officer direction - Verbal non-compliance
Soft Empty Hand Control - Passive resistance
Hard Empty Hand Control - Defensive resistance
Intermediate Weapon Control - Active Aggression
Deadly Force - Deadly Force assault
Basically the object is to use the minimum control available to maintain control of a scene. You do that by evaluating the level of resistance. An officer can't shoot someone who is just mouthing off, but they can if the subject has a knife and is waving it threateningly. Likewise, it's silly to expect an officer to deal with someone hitting them (active aggression) by using verbal commands.
So if the subject is trying to intimidate the officer, or control the scene, the officer is allowed to use verbal commands to attempt to gain control.
If the subject is using passive resistance (ie, going limp) then the officer is typically allowed to use pressure point techniques, joint locks, strikes and so on. If the subject pulls away, then non-lethal weapon force can be used - tazers, OC, batons, etc.
Using the force continuum, this officer looks like they're in the right. Probably won't get a formal reprimand, may get an informal counseling. Depends on the administration's stance, popularity of the officer and previous discipline history.
