It sounds really fucked, but there are many scams and rulings in favors of the scammers there across all of asia where offering to help someone will get YOU in serious trouble.
I don't blame the chinese passer-bys one bit. The way their twisted society is if they'd stopped to help the child they might find themselves convicted of manslaughter or worse... Creating a law, like they are talking about doing in response to this incident, that requires nearby people to assist, would be even worse. (Way too socialist and state-controlled for this libertarians' taste.)
But I guess that's communist china we're talking about so it's not that much worse for them.
With our overzealous lawyers it's getting more and more like that here in the USA too. You're only smart to keep to yourself and don't try to help anyone anymore.

You're right to some degree, but lots of states have a good Samaritan law to help protect people that help injured people. Doesn't mean you won't get sued anyways though.
