When multiple merchant accounts are involved, anything is possible. I've never quite clarified this, but is the chargeback % referring to overall chargebacks, or successful chargebacks? It's easy for them to fight chargebacks and win due to the terms that the customer agreed to.They are probably classified as high risk. High risk over 2% CB's for a sustained amount of time = canceled. They obviously arn't pissing people off too bad.
