This guy is just trying to get by. He may have copied your landing page, but he doesn't make as much as you do. You may want to let him steal your ad copy and landing page for a few months while he gets on his feet.

After a few months has passed, you might want to send him an email and ask politely if he'd be willing to stop stealing your landing pages. You will let him know that he mistakenly forgot to remove your tracking code.

If he doesn't respond, or if he responds in a way that you do not approve, you may let him know that you are considering redirecting his traffic since he stole your landing page to begin with and forgot to remove the tracking code.

One thing to note: set up the script so that it only redirects to your site about 1/10, or 1/5 of the time.

That way, he might not notice something's wrong, and you'll be able to get as more out of him over longer, assuming he keeps the campaign/LP going.

This was a good idea. I redirected it last night for a little under 2 hours and made ~$300 off of his traffic...It looked like he stopped running traffic so I removed the redirect. He's running traffic today though so I just set it up right now to redirect 20% of the time.

Look in your logs for someone hitting your LP 4-5+times near the last modified date of his LP. That's probably him. If he ripped it and the folders of his site have index_files in the URL, it will be a firefox user.

Anyways, make it so it doesn't redirect if the user's IP is in his ISP's range.
 
I would do it. And since he is basically run the same campaign as you, I would pause my own campaign for now and see how much it is worth to ride on his coat-tails.

Once he sees he is not making any money, he will stop it and go open a pay-per-post service on DP. Then you can bring your campaign back.
