It's ok for the Costa Rican embassy to dick off.. that's what it's there for. Foreign service officers rotate posts every few years and they use posts in countries like Costa Rica as rewards for doing tours in shitholes like Afghanistan.

1. Do something crazy like deport everyone from a certain country back to it.

9 times out of 10 they can't even help their own citizens.

If you are in a foreign country, the US Embassy for will give you a no interest for 90 days loan to get back to the US.....if you are in prison in a foreign country the embassy will give you vitamins on a monthly basis. That's about it. That's all they'll do for you.
