Does the INDUCE Act. affect Canadian run websites? Say the owner, me, is Canadian and my website is hosted in Canada, can I still be brought to court over this?

How many people are actually brought to court for owning a website with links to pirated content? I'm talking about movie streaming sites, warez sites, all of it. All of the sites that link but don't host warez content.
I have noticed that very few websites have hit the news about being brought to court, such as Peekvid and ThePirateBay. Do you have to be that massive to be sued? I've received DMCA notices and ignored them, the haven't tried contacting me since.
