Is there a plugin where users can sign up and submit content to my site. like they can sign up and submit images, articles, or videos.

I know there's BuddyPress and s2member which allows users to sign up to your site, but it I doesn't think they allow users to submit content.

If there's not a plugin like this, is there a theme like this?

Something like WordPress › Easy Comment Uploads « WordPress Plugins maybe but if memory serves stuff like the joomla and drupal have more proper user submission stuffs.

I'm not sure if it's what you're looking for (although you did mention having users submit articles), but Wordpress used to have a multi-user version that is sort of blended in with the regular Wordpress now. You can set it up so that users get sub-directories or sub-domains, and then create content and upload stuff that way.
