Seems like they could have any number of their tactical teams to take him out at any time.

1 of 2 reasons.

1. This is a massive psyop by parts of the US .gov to out the surveillance state. This way they can "legally" piss on the constitution, and expand the spying by setting the narrative using their own screwed up interpretation of the English language.

2. If they kill snowden, the would need to setup a surgical strike to kill the other 6 or so people in the know (greenwall, ect), or risk having all the docs come out. This would look really bad and the US would be opening themselves up to major ramifications.

Even though snowden has been nominated for the Nobel peace prize, his country has portrayed him as a traitor and will likely imprison him for the rest of his life. When the time is right they will simply black bag him.

He'd be martyred for sure. They're probably just taking their time until the people's attention is turned elsewhere.
