I don't think I've built a site in the past 5 years without it.

I'd be more concerned with the host displaying errors & db information than I would be sweating the downtime. I'd like to think my host is production ready to the point that it can gracefully handle this stuff behind the scene.

Umm more than the specific PHP errors, showing the QUERY for BILLING is a bit of a no-no.
