Some options I have seen acquaintances have great success from:

Supercuts
Subway
Kumon Math

I have seen Subway franchisees wiggle their way into zoning other fast food restaurants are restricted from because they are, "healthy." That is an enormous opportunity. A family friend of mine has built a mini empire out of Subways because he has picked the locations carefully and treated his staff very well to ensure quality standards are high.

Kumon Math & Learning Centers can be very successful in wealthy suburbs with parents who have the money to send their children to top colleges and want to make sure they get the grades.
 
I've always thought, being in the northeast, Rita's Water Ice sounded like a perfect franchise. These places only require 6-10 employees (read: hot teenage girls) and get lines around the block on any day with decent weather.

Yeah, it's only open 8 months of the year (but in fall/winter doubles as a Halloween costume place and a Christmas tree lot) but your only overhead after initial investment of, basically, some freezers your only continuing non-employee costs are your ingredients of 1) ice, and 2) flavoring.

I grew up in Philly and thought Rita's would be the perfect franchise. I seriously considered buying one, and was in serious talks with their franchise department to get it started. I'm glad I didn't.

A Coffee Shop In the Hispanic communities of your state. In my city there's been a new chain of local coffee shops that are becoming extremely successful.
