Yeah right!The content of this ad does not adequately reflect the product/service offered. Ads may not be false, misleading, fraudulent or deceptive. Per section 4, ads must not make unsubstantiated claims, including but not limited to prices, discounts or product availability; use of current events in the ad text or image that create false association to be used for irrelevant commercial agenda; use of false qualifications to create a sense of relevancy; as well as the implication of dynamic ad content. Any statement made within an ad must be accurate and relevant to all users.
Additionally, ads must disclose what action or set of actions is required to qualify or receive the product/service. Offers requiring the submission of Personally Identifiable Information must disclose on the landing page how such information will be used and distributed. This disclosure must be clearly and prominently displayed.

I was one of the people that had really low starting suggestion bids with CPC on all demos. Finally today, I got a few campaigns approved on the account, and decided to run it. The campaign below ran for about 10 minutes. It's suggestion bid was $0.10-$0.13 for 17 and younger, US; CPC. On a $0.10 bid, it received no clicks. I moved it to $0.20. Started getting flooded with clicks right away; hundreds of clicks a minute. I budged it down to $0.15c after a few minutes.

As you can see, the suggestion bid is now at $0.04-$0.05. So what does all this mean? To me it means that those starting suggestion bids is not a bug, and that FB has added something new to their CTR algorithm.

You think it could be something to do with ad spend history? I have legit stuff running with a similar CTR and my suggested bid is about double yours. I've only spent about 250k on FB but i'm guessing you've spent alot more.
This is on one of my new side accounts; it's only 3 weeks -1 month old. Spending only $2k/daily on it right now since it's my own product. So I don't believe spend is a factor here.
