Setting specific rules like 'must have 10 itraders' or 'must give 3 reviews' will open the section up to more exploitation. If they have a number to work with, they will have that shit planned out to the last detail.

just a place where someone can leave good, bad or neutral comments. If you are paying these people to create profiles, post blog comments and forum posts, do you really think they can't do the same with their own profiles?
A lot of what you're seeing is a few people having success with a good service, then someone else comes behind and tries to copy it for some easy money. How many LPs out there you see that have been copied from someone else?
While there are true scammers who take your money and run, the ones who seem to start out saying and doing the right things will sometimes get spotty with their communication; their English becomes more and more degraded with every subsequent message and you may not hear from them for weeks. This is what happens when you have pushed their expertise past their limits.
What they are counting on is that the volume will be high enough to sprinkle their crap copy/paste threads around enough so that on one notices, and so they don't get hit with more jobs than they think they can handle. Take this guy for instance:

He's currently working with 2 accounts, one a seller and the other a buyer. If you go through the histories, you will see that somewhere along the way he got it fucked up which account was supposed to be the buyer. No one buys from that thread, he will wait a few days and start another one. He gets banned, he will come back with a couple new accounts.
If someone does buy, he will probably go to DP and outsource it, assuming he doesn't get scammed, you may be happy with the work, you may not.
I guess the only real suggestion I'd have would be to lock the threads as opposed to the 1-touch ban and clean. This keeps them in the search results, and you can only spin a sales thread so much before it becomes obvious.
And if they are outsourcing, then they need to factor in a couple purchases to give out for free reviews as the cost of doing business. If they can't do that, then they probably have no business starting threads here.
