Nah, it's true. I'm too lazy to look it up, but he spearheaded various initiatives and pumped money into HIV programs in Africa. Of course there's people who say it was to reduce population, clandestine operations by CIA to test out new drugs, etc.

Yeah, once a week I could get a good laugh at Bush doing something retarded. It was the good old days. But if you think about it, having him represent us as the leader of the country, made us look pretty retarded.
Too bad PEPFAR came with anti-condom abstinence education requirements. Promoting abstinence at the detriment of condoms seems like a horrible idea for Africa. But I guess government money almost always comes with stipulations.
