Those items are owned by the United States government. Under what Hollywood movie scenario would the Black Panthers, Occupy protestors, or whatever private group, be suddenly riding down the street in government issued armored vehicles?

Those items are owned by the United States .gov's newest alphabet agency, which is tasked with "protecting" the homeland. Not counting what they already have in hand, they have contracted to buy enough ammo to wage a 30 year war. Who are they planning on going to war with? Could this be an indication?
