so been getting some weird stuff happening when I browse Paypal in chrome, even got it once I tried to login. Everything works fine with FF but get this error with chrome at random stuff.

Happens to me in both Chrome and FF. It gets super annoying. Clear cookies and cache, and it goes away for a bit, then comes back again.
This is because the Paypal development team are a bunch of morons. Happens on Firefox as well.
Their cookie handling code happily creates new cookies, and appends data to existing ones every time you visit and login to paypal.com, or the various subdomains associated with it. The code that creates and adds data doesn't observe a size limit, but the code that reads the cookie barfs (as shown in your screenshot) when the cookie hits a maximum size.
They could, very easily, insert code that truncates un-needed data from the cookies when needed. Or, at the very least, in the same block of code that creates the useless error page, truncate the cookie entirely so that you could log in without having to manually clear cookies.
Asshats.
Anyhow, you can:
1. click the wrench in Chrome, select "Settings", then scroll to the bottom and click "Advanced Settings".
2.Now find the "Privacy" section, and click the "Content" button.
3. Then, on the new page that comes up, click the "All Cookies and Site Data" button.
4. A popup will appear. Click in the search box on the popup, and type paypal.com...it will show all cookies in that domain. Now click the "Remove All" button.
Finally, you can now log into paypal again, and curse the developers for making you do all that nonsense. While you're at it, curse their QA team for not testing this very basic function.

I regged it when I was living in europe, the problem comes when you are going to pay, you need have card/paypal from the same country as the country you chose to register your spotify in...
It would seem foolish to not keep a bank account and card in your country of origin, assuming it didn't change any visa etc stuff.
