Question about Google's Disavow tool

As a follow-up to this thread, I want to use the Disavow tool to prevent Google from seeing low quality sites linking to mine.

Questions:

  1. What is the best (free) way to get a complete list of sites linking to yours?
  2. How do you determine what links are "bad"?
  3. Have you had any success with the disavow tool?
I've spend the last 10 years building my site into what it is today, and haven't done any seo on it in years. It was hit by penguin last year, but hasn't recovered.

No warnings were given in Webmaster tools - the site is still in the SERPs, but ranks much lower than it used to (2nd-3rd page as opposed to 1st; HUGE drop in revenue).

inb4 use of the disavow tool drops your ranks even more for suspicious activity of disavow tool.

Jk. I really don't know how it works, never used it. From the sounds of it not a lot of people speak to fondly of it either. If it were me, I'd skip that silly tool and just give Google more of what it wants based off of the sites ranking above mine.
 
So even though everyone in that thread said don't do it's a waste of time you want to...

I've had to deal with clients like this, the tool does jack shit. Very little people are penalized, people just lose rankings and think they were slapped when really they just lost the stilts that were keeping them up there.
 
You're wasting your time with that silly tool. Dump your site, strip the content and rebuild. You can reuse the content.
 
It's a tool created to keep you busy and distracted from building links...it's useless
 
Former Google employees have said ominous shit like "Google isn't currently using the data provided by the disavow tool but doesn't rule out the possibility in the future"

Now, I could be a paranoid bitch but I read that as "Google has sliced and diced this data and is trying to decide how best to fuck you sideways with it"

Bringing Google in to deal with bad links is like calling the cops because some hooker OD'd in your crack house. You want them poking around to see what else you got going on? Are the links really that bad? You best hire a Filipino VA for 1.50 a hour and remove those bitches manually

Then don't even touch the disavow tool. When it was first released it was made pretty clear it shouldn't be used in most situations. If you haven't gotten a "we busted you cause yer shits fucked" letter then don't even consider it.
