I didn't watch this sound clip, but I usually hear him say that the federal government is responsible for defending national borders, and the best way to do it would be to take troops currently stationed overseas and put them on the borders. The fed doesn't do this because it is controlled by people who blow in the winds of political expedience. When the government wants money the fed gives it to them.
