That is very true even swedish IFO and KFOR soldiers had hunting rifles as well to shot stray dogs with when they were down in bosnia.
There are tons of stray dogs around there.
The only thing that disturbs me and get me riled is that she is enjoying her self way too much with something that should be proper burden.
People have been putting unwanted puppies and kittens in sacks and throwing them in the river for as long as we've had sacks. It sucks but that's life. Millions of unwanted dogs and cats are destroyed around the world every year. Here in Spain, strays end up in "pounds" which are widely referred to as killing stations. They are starved for a couple weeks cause feeding them costs money, and then gassed... by the government.
There are many animal societies, independently run animal shelters supported by donations with no kill policies, and they usually have 300-400 animals each at any given time, and even they end up having to put them down when they can't find them homes and run out of funds.
What I find most disturbing about this is her jovial attitude in going about disposing of these dogs and the fact they taped it. "Oh boy, we get to kill puppies today! Grab your camera! Weeee...". Do what you have to do but making a fun game out of it shows serious mental issues.

edit: that said I'd like to think that if some chick was doing this with a basket of human babies that the world would be just as upset if not a kigillion times more.
Anybody who eats commercially-produced meat or eggs has no moral right to get angry at this.

It's really sad to see people get all angry and outraged about six puppies. However, when you give them the choice of cheap, factory farmed meat, or more expensive organic meat with high welfare standards, most of them will take the cheap meat every time.

That like saying you can't get mad at the whale or dolphin slaughter or people who wear furs if you eat beef, chicken or pork. Each of us has to decide where we draw our moral line and it's not your place to tell me where that should be.
It's because we see an actual video of it. You very rarely see videos of innocent iraqi / afghan children getting murdered.. I assure you, if there were a video of children being murdered, people would be much more up in arms about it than this video..
Hearing about it has no where near the same impact as seeing it take place in front of your eyes.
Perhaps it's because of things like this that some people prefer the company of dogs to their fellow man?
There's no shortage of pictures and footage of dead kids from Iraq. Posting them tends to bring about the opposite effect though. People will defend those killings in the name of the "war on terror" until they are blue in the face and will call you anti American for posting them.

I kid. Thats how we used get rid of puppies back in mother land. It was a normal thing. There was no veterinarians, and people didnt want a bunch of hungry dogs running around all over town. I must admit I have a soft spot for puppies, so I didnt watch the video. America what have you done with me.

Um... do you know the difference between a newborn puppy that can barely open it's eyes and a full grown dog?
Just this. Ask your grandparents. Places that are third world, rural, infested with feral animals this still happens.
I am not interested in watching the video and the girl taking pleasure in the act is sickening. But the reality for many people around the world is that stray animals are a pest and a danger. To their own animals, to small children and even to adults. Not so long ago being bitten by some feral rabies-ridden garbage dump stray was a deadly reality.
