You are probably going up against someone using PhantomJs or CasperJs with it. Headless browser bro, reads javascript, ajax, flash all from the commandline. CasperJs's first example is scrapping Google results. Google can't stop it, there is very little chance you can.

IP ban the originating country. If it's USA that's a problem. Also, if the guys are using proxies... you've got a real problem.

The only thing left is to edit the code in your system so it doesn't write or execute when those special characters are involved.

Also, see if they are doing somethin dumb like a unique user-agent. ReCaptcha is a waste of time, and frustrates users.
